YES HE IS.

Their co-operation dated back to November 2009, when Yao Ming announced that Yao Ming Foundation would host its 2010 Yao Ming Foundation Charity Gala at the Museum of Fine Arts of Houston in March 28 in conjunction with the Museum of Fine Arts of Houston and iTalk Global Communications, Inc.

The guy shown in the picture is the founder and CEO of iTalkBB, Mr. Zhao Jie.

Then immediately after the Qinghai Yushu Earthquake in April this year, Yao Ming Foundation once again collaborated with iTalkBB to set up a free hotline to provide information/communication and raise funds/donations for the relatives of the victims.
